Biography

Andrew Crawford is a partner in the Firm's Government Contracts Practice Group and counsels clients on a range of government contracts matters, including prosecuting and defending federal bid protests (before both the GAO and the Court of Federal Claims), state bid protests, debriefings, REA/claim preparation, prime/sub disputes, adverse past performance challenges, contract administration, and compliance issues. He also counsels clients more broadly on complex civil litigation matters.

Andrew has co-authored several articles on government contracts topics, and since 2017, has been recognized by Super Lawyers as a “Rising Star” in Washington, D.C.

Andrew serves as a board member of the Brown Rudnick Charitable Foundation.

Government Contracts

Strategic Nuclear Operators, LLC (GAO, B-420407, 2022): Successfully protested award of $28 billion National Nuclear Security Administration contract for management and operation of Y-12/Pantex sites. In response to the protest, NNSA took corrective action.

Trademasters Service, Inc. (GAO, B-418522.2 et al, 2021): Successful defense of protest for awardee EMCOR Government Services, Inc. under $61 million GSA facilities maintenance contract.

U.S. Facilities, Inc. (GAO, B-418229, 2020): Successful defense of protest for awardee EMCOR Government Services, Inc. under $45 million Department of Energy contract for facilities maintenance.

ECS Federal, LLC (GAO, B-418485, 2020): Representation of ECS Federal, LLC in protest under Food and Drug Administration RFQ. In response to the protest, the FDA took corrective action.

KeyW Corporation (GAO, B-417774, 2019): Successful defense of protest filed against a large award to ManTech Advanced Systems International relating to software and systems engineering support for the Army

InnovaSystems International, LLC (GAO, B-417215, 2019): Successful defense of protests against award to client ECS Federal of a large contract by the U.S. Marine Corps for the M-SHARP software system.

Pennsylvania Remediation Company LLC (GAO, B-414675.2, 2017): Representation of PaRC in protest of award under Department of the Army, Corps of Engineers contract. In response to the protest, the Army took corrective action.

Aided in successful defense of protest at the Court of Federal Claims of a $20.5 million Department of the Navy contract for port operations services.

Sotera Defense Solutions, Inc. (GAO, B-414056, 2017): Successfully defended against protest of an award of a $157 million Department of the Army contract for software and engineering support at 73 locations around the world.

Discover Technologies LLC (GAO, B-412773, 2016): Successfully defended against protest of award of a $28.75 million Department of the Health and Human Services, Food and Drug Administration contract for website content management system support services.

BCF Solutions, Inc. (GAO, B-413287, 2016): Successfully protested $42 million Department of the Navy, Naval Sea Systems Command contract award for the development of crew-served M2HB/M2A1 Weapon Sights.

Engineering Support Personnel, Inc. (GAO, B-412697, 2016): Representation of ESP in protest of award under Army’s Fort Rucker support services contract. In response to the protest, the Army took corrective action.

Litigation

Represented Johnny Depp in his successful defamation suit against ex-wife, Amber Heard, which resulted in a $10.35 million judgment in Mr. Depp’s favor after a six-week jury trial.

Represented gas station owner in successful Fifth Amendment Takings case against District of Columbia.

Represented SaaS company in earnout dispute, which resulted in favorable declaratory judgment following one-day bench trial in Delaware Chancery Court.
